This decision ends a long period where PGP's encryption software was export-regulated (it was not allowed to be exported outside the US). Until now, in order to use PGP outside the US, a special version had to be compiled independently and outside the US. This made the PGP encryption software sometimes hard to obtain, perhaps also keeping it from becoming a widely adopted encryption standard.
