Internet Explorer 4.x's Custom settings don't work.

Summary
Internet Explorer 4.x's Custom settings doesn't seem to be saved (and correctly restored) when a user changes the security level from Custom Level to a different security Level and then back again, this unsaved settings cause the Custom settings to return to their default state (Usually lower than desired).
Internet Explorer 4.x is reported to not correctly handle Custom Level settings, when a user changes from one security options of Custom Level settings, and then switches to a different security level settings, those settings seem to get lost, making Internet Explorer run in a different Custom Level settings than expected.
The settings which seem not to be saved are:
* Script ActiveX - (marked as disabled switched to enabled)
* File download - (marked as enabled switched to disabled)
* Java permissions - (marked as disabled switched to high safety)
* Installation of desktop items - (marked as 'Prompt' switched to 'Disable')
* Active scripting - (marked as disabled switched to enabled)
